As a Bainbridge Island resident, Schuyler was a leading advocate for Japanese-American exclusion during and after World War II. He first published his views in the widely distributed pamphlet “The Japs Must Not Come Back! A Practical Approach to the Racial Problem” (1944). His opinion that Japanese residents would never assimilate stood in direct opposition to Walt and Millie Woodward who condemned the Japanese-American internment and argued in favor of internees returning to their former homes at the end of the war.
