In June 1788, one hundred sixty-eight delegates from across Virginia met in Richmond to debate whether Virginia would ratify the United States Constitution. On June 25, 1788, by a vote of 89 to 79, Virginia became the tenth state to ratify the Constitution. Without support from Virginia, the Constitution and the Federalist government it represented would have been drastically weakened. The published account of the Virginia debates stands among the most important records of the US Constitution Convention and formation of the Federal Government.
Thomas Jefferson listed "Proceedings of the Virginia Convention" in his inventory of Wythe's Library, noting that he kept a volume himself. He sold a copy of the First Edition to the Library of Congress in 1815. John Adams kept a Second Edition in his library.
