Acts Passed at the Second Session of the Twentieth Congress of the United States (1829)

FIRST STATE of the first official collected printings of congressional acts, printed for use by the House and Senate, containing laws and treaties enacted under the President JOHN QUINCY ADAMS. Second Session of the Twentieth Congress was held Dec 1, 1828 – May 22, 1829, passing 64 pieces of legislation.

Octavo within a 11 x 7 ½ rebound. In English. Printed by Peter Force, Washington, D.C., 1829. FIRST EDITION. 111 pp., to include an Index. A once stab-stitched pamphlet, with original printed front wrapper and text block with uncut edges, bound into recent maroon textured cloth, with lettering piece, gilt fillets and titles to spine. Hardbound cover in excellent condition. Text block is softened because of poor quality paper stock, therefore is worn, with light to moderate browning, foxing and curling of page edges, though largely unaffecting text. Several unopened signatures. Ex-library. Bookplate and glue stain to front pastedown. Small inventory label on page five. Not without issues, but still an appealing copy given its significance and relative scarcity.

The Jacksonians won control of the House and maintained control over the Senate in 1826. But like earlier, the 20th Congress (1827–1829) spent much of its legislative energy preparing for the upcoming presidential election. Andrew Jackson was summarily denigrated or praised in bill after bill. The legacy of this Congress was the “Tariff of Abominations” which drastically raised tariff rates in favor of New England and the Middle Atlantic states at the expense of the South. John Randolph of Virginia dismissed the tariff as a Jacksonian bill for “the manufacture of a President."

Interesting legislation included Acts to fund the Federal Government, listing salaries of every member, to include, allocating funds to pay The President of the United States a salary of $6,250; the Vice President, $1,050, and $1,500 each to the Secretaries of State and Treasury.
